BOC-3 Filing: What It Is, What It Costs, and How to File
By Authority Launcher · Updated October 29, 2026
Quick answer: A BOC-3 is the FMCSA form that names a process agent in every state where you operate. A process agent accepts legal papers on your behalf. Your authority won't go active until a BOC-3 is on file. Most carriers hire a process agent company (a "blanket company") that files it electronically for all states, typically for a one-time or annual fee under $100.
Who needs a BOC-3?
Motor carriers, brokers and freight forwarders that hold FMCSA operating authority must have a BOC-3 on file. If you're applying for an MC number, you need one.
How to file a BOC-3
- Choose a process agent company. These "blanket" companies cover all states with one filing.
- Give them your exact legal name, USDOT number and MC (docket) number.
- They file it electronically with FMCSA. It usually posts to your record within a day or two.
- Confirm it on your record before you expect your authority to go active.
When should you file it?
File your BOC-3 after you receive your MC number, ideally during the 10-day protest period, so it's on file by the time the protest period ends. It is one of the last things FMCSA needs before your authority becomes active, along with your insurance filing.
How much does a BOC-3 cost?
Process agent services commonly charge somewhere around $20 to $100, and some include lifetime coverage. Compare what's included (all 50 states plus DC, how long coverage lasts, and whether updates are free) rather than price alone. FMCSA itself doesn't charge for the BOC-3.
Frequently asked questions
Can I file a BOC-3 myself?
You can only self-file if you designate your own agents in every state, which is impractical for most carriers. Using a blanket company is the norm.
Do I need a new BOC-3 if I change my company name or address?
Ask your process agent company. Many update your filing for free when your information changes.
