Hotshot Trucking Authority: CDL, DOT and MC Requirements
By Authority Launcher · Updated October 29, 2026
Quick answer: If you haul freight for pay across state lines with a pickup and trailer rated over 10,001 lbs combined, you're operating a commercial motor vehicle. You need a USDOT number, MC authority, at least $750,000 in liability insurance for general freight, a DOT medical card, and you must follow hours-of-service rules. You need a Class A CDL if the combination is rated 26,001 lbs or more and the trailer is rated over 10,000 lbs. Many hotshot drivers stay under that line to run non-CDL.
CDL vs. non-CDL hotshot
| Setup (manufacturer ratings, not scale weight) | CDL needed? |
|---|---|
| Combination rated 26,001 lbs or more, trailer rated over 10,000 lbs | Yes, Class A |
| Truck alone rated 26,001 lbs or more | Yes, Class B (or A if towing as above) |
| Combination rated 26,000 lbs or less | No CDL, but still a commercial vehicle if over 10,001 lbs |
CDL classes come from 49 CFR 383.5 and are based on gross weight ratings. Placarded hazmat requires a CDL regardless of weight. Check your truck's door sticker and the trailer's VIN plate.
What every for-hire interstate hotshot needs
- USDOT number and MC authority ($300 per authority type). See how to get an MC number.
- Liability insurance: $750,000 minimum for general freight, filed by your insurer (BMC-91/91X).
- BOC-3 process agent filing.
- UCR registration every year.
- DOT medical card and a driver qualification file.
- Hours-of-service and, unless exempt, an ELD.
Extra requirements for CDL hotshot
- Drug and alcohol testing program and Clearinghouse queries (these apply to CDL drivers).
- IFTA and IRP if your combination is over 26,000 lbs and you run in more than one jurisdiction.
- Form 2290 heavy vehicle use tax if a vehicle's taxable gross weight is 55,000 lbs or more.
Is non-CDL hotshot worth it?
Staying at or under 26,000 lbs combined avoids the CDL, the drug and alcohol program, and usually IFTA and IRP. The trade-off is less payload. Run the numbers on the loads you expect to haul before buying equipment.
Frequently asked questions
Do I need a CDL for hotshot trucking?
Only if your combination is rated 26,001 lbs or more and the trailer is rated over 10,000 lbs (or you haul placarded hazmat). Ratings matter, not what the load weighs that day.
Do non-CDL hotshot drivers need a medical card?
Yes, if the combination is rated over 10,001 lbs and you operate in interstate commerce, a DOT medical certificate is required.
